The goal of the project Increasing Effectiveness of Competent Police Officers as a Prerequisite for Prevention of Gender Based Violence in Serbia is to improve response of the competent police officers specialized for the processing of the GBV cases and patrol police officers who are assisting them in such cases, by scrutinizing changes in legislation and procedures in handling GBV prevention, capacitating police officers to improve their overall response to GBV through workshops, and offering evidence supported policy recommendations aimed at prevention of occurrence of GBV.
The proposed project is focused on the capacity development of the MoI and specifically the Domestic Violence Prevention and Combating Unit, institutional strengthening of local civil society organizations, the judiciary and public institutions; and promotion of constructive dialogue between these actors and with GBV victims.
The project brings novelty to the research of GBV in Serbia. The CENTER’s approach to research will offer comprehensive insight into obstacles in the Law implementation by researching representative sample of competent and patrol policemen (400 in total in 27 police departments throughout Serbia) and offer a powerful tool to the Ministry of Interior, experts, women groups and other interested parties to get the precise account of the strong points as well as weaknesses in the current procedures and police officers’ capabilities to act as the first line of defense of the potential and actual GBV victims. The project envisages capacity building of CPO and other partners through exchange of good practices among police officers themselves and with other institutions and groups included in the process with strong multiplier effect on knowledge building. The proposed approach will allow us to involve all partners in the advocacy part of the project and offer suggestions for tailor made policy responses targeting most urgent deficiencies in the current police response to GBV.
The overall objective of the project is to improve prevention of occurrence of GBV.
