Digging into Digital Work in Serbia: Who are crowdworkers from Serbia and why they work on global digital platforms?

The year of 2018 will be the first ever in human history in which the majority of the world’s population is  connected through the Internet. The Internet has not only been means for information and leisure, but also for work. Emerging forms of such a work range from tagging, design, translation to web development. It is either completely or partly done online using platforms such as Freelancer and UpWork, or applications like Uber. These processes are commonly described as gig economy in which the number of digital workers as well as the profit is rapidly growing but in which issues of employment regulation and human and labor rights protection are yet to be addressed. According to the World Bank data, the greatest share of global digital labor comes from the USA, India, and the Philippines. It also shows that Serbia is ranked as the top second online outsourcing country in the world when it comes to numbers of digital workers relative to the country’s population; and together with Romania represents the largest pool of digital labor among European countries. However there is no comprehensive study of their position in Serbia so far.

The Public Policy Research Center is conducting a project “Digging into Digital Work in Serbia: Who are crowdworkers from Serbia and why they work on global digital platforms?“ aimed at providing an in-depth analysis of profiles of digital workers from Serbia and at identifying their needs. Likewise, the project is intended to make the digital workers, both men and women, from Serbia visible among the general public, national stakeholders and policy makers in Serbia, and thereby advocate for introduction of national employment and labour policies protecting their labor and human rights. The PPRC will work closely with digital workers and national actors in order to create channels of communucation and exchange of information between all stakeholders. This project is being implemented in partnership with the Olof Palme Center in Serbia.

The project “Digging into Digital Work in Serbia: Who are crowdworkers from Serbia and why they work on global digital platforms?“ is part of a new PPRC program aimed at bettering working and living conditions of digital workers from Serbia.

Svetlana Đurđević Lukić Fund: HUMAN SECURITY FOR THE NEW CENTURY

Uncertainty and vulnerability of the individual in the 21st century is the focus of CENTAR’s Human Security Programme. Building on foundations set by the recently departed co-founder and longtime director of CENTAR, Svetlana Đurđević Lukić, CENTAR regards security as a human right and advocates for construing a society in which every individual will have opportunities to reach their potential. Svetlana had a talent of pioneering the introduction of many topics – primarily concerned with the security of vulnerable groups – into security discourse within Serbia. Fostering this approach, starting from 2016, CENTAR, as part of its foundation named after the late Svetlana, holds a competition with the goal of inspiring young researchers to examine modern day threats.
